III. APPOINTMENTS
Land Planning, Inc.
Form A/ANR, West Washington Street
Bernard Munro of Land Planning, Inc. presented the Board with a Plan of Land located on West Washington Street which depicts the conveyance of Parcels A and B to the adjoining owners. Parcels A and B are not buildable lots by themselves. The zoning classification for parcels on the plan are Residence AA, Commercial-Industrial, and Flexible Overlay.

Land Planning, Inc.
FORM A/ANR, Robinson Street
Bernard Munro of Land Planning, Inc. presented a Plan of Land for Lot 1 on Robinson Street prepared for Jon Ridder of 45 Country Farm Road in East Bridgewater dated September 5, 2001. Mr. Munro said the land is being conveyed to Mr. Ridder so that he can build a house on the lot. The house would overlook his bogs for security purposes.

Continued Public Hearing
1248 & 1258 Whitman Street Subdivision
Kevin Grady of Grady Consulting of Kingston, the applicant’s engineering firm, advised the Board that he had not had time to incorporate into the plans for the subdivision the most recent comments review engineer, Michael Perrault of P.M.P. Associates of East Bridgewater. The most recent plan submitted is dated July 25, 2001. Mr. Perrault’s comments were contained in a letter dated September 1, 2001.
Mr. Grady noted that Mr. Perrault’s letter concluded with the recommendation that the public hearing be closed with a draft approval of conditions prepared for action at the next Board meeting as in his opinion the plans are almost ready for approval action. Grady said the plans now call for a cul-de-sac on Proudfoot Way rather than a road connection to the neighboring Millennium Estates. The roadway was previously called Irene Circle. The plans do depict the easement to Millennium States requested by the Water Department, he said.
Mr. Grady that he had some concerns about #12 on page 3 of Mr. Perrault’s letter which states that the guardrail must be standard steel stating a preference for a wooden guardrail which would be more attractive. He said the design capacity is the same as for steel. Developer Robert Goslin said that he would provide data on the requested guardrail for the Board.
As for #2 on Page 2 of Mr. Perrault’s letter, Mr. Grady noted that the abutting subdivision had some of the same deficiencies regarding rounding at the intersection sidelines. Mr. Perrault recommended in his letter that the Board deny Goscon’s waiver request and require the layout roundings on both sides of the roadway layout be reconfigured in accordance with the Board’s regulations.
Chairman Philip Lindquist acknowledged the receipt of two letters from Grady Consulting since the Board held its last public hearing session on June 6, 2001. One of the letters referred to supplemental material provided including revised drainage calculations, a soil survey, a revised waiver letter and a copy of a Plan of Land by C.L. Baxter dated September 1953. The other included four waiver requests. The letters were both dated August 1, 2001. Also received was a return of plan dated July 29, 2001 from Fire Chief Allen Hoyt stating no comment on the plan.
Mr. Lindquist also read a September 5, 2001 letter from Goscon’s attorney, Richard M. Serkey of Winokur, Winokur, Serkey & Rosenberg of Plymouth. The crux of Attorney Serkey’s letter was that reconfiguration of Lot 19F on an ANR Plan endorsed by the Board on April 19, 2000 to Lot 1 on the Definitive Subdivision Plan does not violate the Zoning Act or the Zoning Bylaw, since as before, the frontage deficiency on Whitman Street is unaffected.
At the conclusion of the discussion the Board decided to close the hearing and take the amended plan under advisement. They also decided to hold a work session on September 12, 2001 at 7:30 p.m. to review all the material presented before rendering a decision.

IV. TOWN PLANNER’S REPORT
Master Plan Committee
Town Planner Noreen O’Toole told the Board that members of the Master Plan Committee are still gathering information for the consultant. She suggested that a meeting be scheduled after the October Special Town Meeting.
Hanson Trails Committee
Ms. O’Toole said that no meetings of the Hanson Trails Committee have been scheduled. She told the Board she had met recently with Ellen Stillman of Elm Street regarding a proposed land swap between Mrs. Stillman and the town. Based upon a review of the issue by Conservation Agent David Gould, she said, the swap would not be going forward. She noted that she, Philip Clemons, and Mr. Gould will be negotiating with Lite Control for a potential land donation. Their input, she said, was authorized by Selectmen Chairman Daniel Webster.
Zoning Bylaw Committee
Ms. O’Toole said that she and Lila Coyle went to the library from an informational session on the Adult Communities zoning bylaw amendments that are on the warrant for the October Special town meeting. A presentation was also made at a recent staff meeting. A second informational session is scheduled for Town Hall on September 10, 2001 at 7:30 p.m.
Old Colony Planning Council Transportation Committee
Ms. O’Toole said that the Old Colony Planning Council Transportation Committee would be meeting at 5:30 p.m. on September 20, 2001 in Brockton.
Vision 2020
Ms. O’Toole said that Vision 2020 will be meeting on September 25, 2001 at 4 p.m.. in Taunton.
Other Matters
Anne Marie Lane
Ms. O’Toole reported that the Board of Selectmen plan to take no action on a letter from Ross Engineering to the Board of Selectmen requesting the roadway within the Anne Marie Lane subdivision be named Bonney Hill Lane. She presented the Board with information from the Massachusetts Federation of Planning and Appeals Boards that indicates street names can be approved by the Planning Board.
Pleasant Meadow Estates
Ms. O’Toole said that the binder had been placed on the sidewalk in the Pleasant Meadow Estates subdivision earlier in the day.
Hemlock Hills
Ms. O’Toole said she had received a complaint of a dangerous basin in the Hemlock Hills subdivision and would be contacting the contractor.
Colonial Heights
Ms. O’Toole said that Peter Simard had been reporting in on plans for completion of the Colonial Heights subdivision.
Cranberry Estates
Ms. O’Toole said that the developer of the Cranberry Estates subdivision has agreed to install clay and netting in the detention basin which should make it function more efficiently.
Washington West Meadows
Ms. O’Toole said the Board’s engineer on the project, Brewster Fuller of East Bridgewater has determined that another catch basin is needed in the subdivision and it will be installed. She said some trees also need to be replaced.
Sydney Estates
Ms. O’Toole noted a September 5, 2001 letter from Brewster Fuller stating that the most recent set of plans for Sydney Estates now comply with all items he requested. She noted that the Fire Chief has asked for a hydrant and stated she intended to include the hydrant in the Certificate of Action for the subdivision.
Hill & Hawthorne Streets
Ms. O’Toole said that, if developer Robert Junior takes down two of the three trees in dispute on Hawthorne Street, homeowner Jeffrey McLaughlin said he will take down the other one.
